Akshaya was evolved and conceived as a movement by KSITM out of the discussion about the various proposals for using ICT for furthering the social progress in the State. The Malappuram experiment was floated as a pilot project. As a sequel to the successful implementation of the pilot project, the government decided to replicate Akshaya statewide. Accordingly, in view of ensuring functional autonomy and for effective implementation of project Akshya State cell was set up and positioned in KSITM vide GO (MS) No. 09/2005/ITD dated 25.02.2005. Government has also constituted a separate high level body viz. State Level Executive Committee (SLEC) for Akshaya under the Chairmanship of Hon. Chief Minister vide GO (MS) No. 22/05/ITD dated 13.06.2006. The Director is the head of the State Cell. District Offices were set up under the State Cell. Presently Akshaya has district offices in all the fourteen districts and the total staff strength is 130.
